Call To Action: FCC Seeking Comments NPRM on NEPA Regulations

On March 31, 2025, the Federal Communications Commission (FCC) posted a notice that it is seeking public comments on a Notice of Proposed Rulemaking (NPRM) filed by the Wireless Association (CTIA). All comments are due by April 30, 2025. The NPRM would exempt cell towers under 200 feet tall from the National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA) regulations, allowing the building of cell towers without environmental effects analysis or analysis of potential adverse impact on a historic or culturally significant property. CTIA suggests that NEPA reform is critical to enabling the U.S. to meet its broadband infrastructure goals.
